Health Board for Ottawa?

A word of warning to city council and all Ottawa taxpayers. The idea of an 13 member independent health board (including 6 councillors) to make "non-politicized" decisions may sound like a great idea... and it is... BUT...

Do not let the board get away from you like the Police Services Board did. You may remember the latest fiasco called the city budget wherein the Police Board demanded a whopper of an increase in their suck on the taxpayer teat and council had no recourse other than to say "how high".

I wonder if the same could happen with this health board? I wonder if the board decided that there should be free Wii systems for all kids to counter the spread (no pun intended) of obesity and put a one year price on it of $10 million, would council have the right or the gumption to overturn an "independent" board?

Careful for what you ask... you might get it... in the ear!

"Perfect PP" is back and in fine form

Pierre "Perfect PP" Poilievre, the mighty mouse MP for Nepean Carleton has resurfaced in the news after a long absence. Rumour has it that he went back to his native Alberta to recharge his batteries and to ask his Mama for permission to continue his mission to spew invectives in the East.

Permission was granted so PP flew back to his temporary office on Parliament Hill and got back to work. Earlier this week the RCMP raided the Cons Ottawa HQ, looking for evidence with respect to the 2006 election In and Out financing tactics of the Cons. The press was in attendance, as was a liberal worker with a camera.

Perfect PP went ballistic. "Somebody should ask who in Elections Canada invited the Liberal party to make a home video out of the visit to our headquarters," he said.

I know you are just a young pup with only 5 years toward your gold plated pension so I will let you in on a little secret about political Ottawa. THERE ARE NO SECRETS IN OTTAWA. There are only some people who try to keep secrets. If you want to know how people knew in advance about the raid, just watch the dreaded CBC once in a while, not just those days you star on Don Newman's Politics show. Tear your focus away from the spiritual channel just long enough to know what is really happening around you.

While we are on the case of petty politicians, let's hear what the Minister of Impending Deficits, Jim Flaherty, has to say on this scandalous behaviour. "I do find it odd, when I look at a photograph this morning and I see someone knocking on the door with cameras, with news cameras present." I listened to what Jimmy said and I waited with bated breath for him to blame this on the corporate tax policies of the Ontario government. No mention. I guess that scandal is over... for now.

When you promote yourselves as a squeaky clean government, any bit of dirt will show. PM Harper, Minister Flaherty and Perfect PP... you are all past your best-before date.

Cure to the drug problem

The Ontario provincial government has found a cure for drug addiction. Give the addict more drugs!

The Government announced that they will fund a "needle exchange programme" for IV drug users, a program that Ottawa councillors rejected. The province and the special interest groups that lobby them see the issue as a public health one and therefore see free needles as curbing the spread of HIV/AIDS. The city, on the other hand, sees the issue as public security; the drug trade and user population are disproportionately involved in crimes against person and property in this region.

Who is right? Nobody and both! It is a public health issue and a public security issue all in one.

You can't have a safe-site programme without a rehabilitation program. It is akin to trying to cure alcoholics by giving them free booze. Without treatment the alcoholic will just continue until she/he dies. Maybe that is the idea?

If the province wants to help addicts, let them go all the way instead of taking tiny steps. A drug rehab programme and centre is mandatory to achieve the goals of both the province and the city.

I have a bone to pick with "Eye on Ottawa"

After the last municipal election a group was formed to be a "watchdog" on the current Ottawa city council. I offered to join the team but was rebuffed because, as I was not a candidate in the election, I am a nobody. It is kind of interesting that when the team formed in 2006, there were a whole host of names of defeated candidates. Here we are in 2007, one year later, and the membership is one. Luc Lapointe was defeated in the downtown Somerset Ward (14), which is the 25 year (and counting) fiefdom of Diane Holmes.

I am less annoyed that I was not good enough for the "Eye on Ottawa"; I am more annoyed at all those former candidates that dropped away from the organization. If you are going to be a candidate for a council seat you had better be more than "just a candidate". You had better be dedicated enough to stick around, after your election loss, to act as a critic.

None of the original members of "Eye on Ottawa" who have since dropped out had better put their names forward at the next election. They have not earned the right.

But with all this said, that is NOT the bone I have to pick with the "Eye on Ottawa".

The "Eye", in its latest news release (December 13, 2008), slams the Ottawa Mayor for not delivering on his "Zero means Zero" election promise. Our "all wise" city council, not giving two hoots about fiscal discipline, is about to deliver a 4.9% property tax increase, plus a 2% surcharge for infrastructure maintenance, plus a 7.5% increase in bus fairs, abd including a 9% police budget increase... and they are not yet finished the process.

If the council had listened to Mayor Larry, and I do admit that Larry's message was not very succinct, they would have taken some firm stances on items such as the police budget and city staffing levels and forced some of the costs out of the system to save taxes. Could they have gotten to zero? Bloody right they could have!

The "Eye on Ottawa", and it appears that there is only one "eye", should be slamming councillors and backing the mayor rather than the other way around.
